The Institute for Global Advancement, the IGA, is an agency that appeared before The Arrival. It operates on behalf of The Hosts. Agents from the Institute for Global Advancement recruited Alan Snyder. Those agents were later seen in the L.A FBI Office. They are the predecessors of the Interim Global Authority.

While not much is known about the IGA, they appeared to be a powerful research and elite organization before The Arrival. They have assisted the invasion of The Hosts. And while the full reason remains unknown, we may speculate that it was driven by greed, power, and absolute control of the world.
After The Arrival, the institute pretty much evolved into the Interim Global Authority, and began to control the world.
They Institute used Everett Kynes' algorithm to recruit people for the Transitional Authority.
