Definition: Proxy Governor. A figurehead, someone who appears to rule and govern but in fact takes orders from someone else, who prefers to remain hidden.
Michael Alcala is the Proxy Governor of the Los Angeles bloc. He reports to Helena Goldwin, the Governor General of the Los Angeles Colony. He replaced Alan Snyder as Proxy Governor after the events described in "Gateway". His Deputy Proxy was Nolan Burgess.
